Roll:  Councilor Graney, McNabb, Smith, Brower, Mayor Quill, present.

McCormick, City Clerk, Lisa Green, Comptroller, Mike Hammon, Fire Chief, Jerry DelFavero, Public Works Supervisor, Karen Green, Human Resource Director, Laurie D’Arpino, Mayor’s Secretary, Tony DeCaro, Water Department, Albert Cockrell, Water Dept.

Pledge of Allegiance – All stood for the pledge.

Mayor Quill called for a moment of silent prayer or reflection.

There were no proclamations or presentations.

The City Clerk read the announcements.

There were no petitions or communications, ordinances or local laws.

Work Session

Leak Detection Survey

Tony DeCaro, City Water Department, presented Council with an overview of progress to date on the water leak detection program that began in March of 2007 when total unmetered water was at 44.9%.  Mr. DeCaro reported that:
·       Leaks have been identified and repairs have begun.
·       Based on American Water Works Association Standards, an acceptable level would be 20-30%.  
·       As of the end of 2007 the city is at 35.9 %.
·       With continuing repairs and monitoring the department projects unmetered water to be at 25.6% during 2008.
·       Approximately half of the lost water is attributed to residential leaks that are yet to be repaired.

Council discussed the results and ongoing work that needs to be done.   Mayor Quill suggested that the homeowner financing program offered by the City for water leak repairs be posted on the City’s website.

Mayor Quill and the City Manager thanked the Water Department for the presentation and work they are doing.

Other Business

Councilor Smith asked the City Manager to provide him with a copy of the current organizational chart.  Mayor Quill asked that all Councilors be included in the request.

Councilor Graney asked if the time of next weeks meeting could be changed to 5:00PM.
 
Council Resolution #5 of 2008 authorizing that the time of the February 14, 2008 Council meeting be 5:00PM versus the usual 6:00PM.  VOTE:  Councilor Graney, McNabb, Smith, Brower, and Mayor Quill – aye.  PASSED.

Council adjourned to Executive Session at 6:45 and returned at 8:05PM.
